What If they changed the way they studied

Today I've been watching the student doing their final exam.
many of them are can't answering the question listed in the exam paper.
When the test start they look like confident facing the exam, but then suddenly flipped 180 degrees when they read the questions. Oh my God! it's may be the words which came out of their hearth. Apparently, they realize that they can't doing it.
this circumstances happen because of the lack of studying in their home, they has simply thought that study is when they at the campus or classroom only. Outside of that is free to do anything except study. What a sadness situation...
I was remind my past time too, when i were student like them.
And I did exactly what they do right now....CHEATING!
So the examination days are just a symbol to us to get the score as high as possible by any way or another like cheating.
Are there in this world have people or system which can manage this situation?
